The book was written at the request of the British Government in Malaya to publicise the workings of government at a local level in order to encourage greater participation at a time when the British were beginning to prepare to leave the country. The book was probably necessary since the local government system was closely modelled on aspects of the British system, which would have been alien to most of the citizens' lives affected by it. 70 pages.
