Hickling's constitutional legal experience, in what eventually became Malaysia, was probably unrivalled in the period between the end of World War II and the country's formation. He served in various capacities as a government lawyer in Sarawak, Johor and for the Federal Government. During this period he was involved in the drafting of the country's first constitution and its infamous Internal Security Act. This book, which was intended for both lawyers and lay people, was written during the second part of his career as a legal academic in Malaysia, Singapore and the United Kingdom 273 pages.
