Holley arrived in what was then British North Borneo while it was still occupied by the Japanese and was later appointed the Secretary of the Inter-Governmental Committee at the time the British colony, was transformed into Sabah, becoming a part of the Federation of Malaysia. This is a first hand account of the events leading up to and subsequent to the signing of the document marking the ceding of the territory to the new state. Holley was a signatory.
