This is a document presented to the Federal Council presider over by the High Commissioner, Sir Laurence Guillemard, to enable the council to determine the vexed question of building another slipway on the Prai River on the mainland opposite the island of Penang. It offers an interesting insight into the way the colonial administration worked at the time as it gives a detailed account of interactions between various departments and individuals on the matter. 61 pages including a map and two fold out plans. Condition: The cover has some creases and rubbings along the edges and the spine covering has come away at the top and base, but this has not affected the binding. There are a couple of official stamps at the base of the cover. The binding is tight and there is medium tanning throughout.
