Although in multi-lingual countries, more often than not, it is speakers of minority languages who are bilingual, there's often a hope that the majority language speakers might pick up the habit as well. In this work, the author argues that the chances of this happening would be increased if there were greater a consciousness of bilingualism in Education and elsewhere and some planning that could increase bilingualism.
